For our large-scale Solar PV + BESS project located in Nouakchott, Mauritania, we are seeking an experienced HSE Officer to support the implementation and monitoring of health, safety, and environmental activities on site.
Position overview
The HSE Officer will be responsible for implementing and monitoring occupational health, safety, and environmental practices across utility-scale Solar PV and BESS construction activities. The successful candidate will support day-to-day site operations by conducting inspections, identifying hazards, ensuring compliance with HSE procedures, delivering safety training, and promoting a strong safety culture throughout the project.
Key responsibilities
Site health & safety supervision
- Conduct daily HSE inspections across construction areas, identifying hazards and ensuring corrective actions are implemented.
- Monitor compliance with HSE procedures for working at height, excavation, heavy equipment operations, lifting activities, and electrical works.
- Verify the correct use of personal protective equipment (PPE) and safe work practices.
- Report unsafe conditions and support the implementation of corrective actions.
- Monitor site traffic management, vehicle and heavy equipment movements, pedestrian segregation, access routes, and applicable site speed limits.
- Monitor extreme weather conditions, including high temperatures and sandstorms, and implement appropriate preventive measures.
- Exercise Stop Work Authority in accordance with project procedures where an imminent or serious HSE risk is identified and immediately escalate the matter to the HSE Manager/site management.
Risk management and incident prevention
- Assist in conducting project-specific risk assessments for utility-scale solar construction activities.
- Support the preparation and maintenance of project HSE risk registers.
- Participate in incident and near-miss investigations and contribute to corrective and preventive action implementation.
- Support Job Safety Analyses (JSA), risk assessments, and Method Statement reviews before critical activities.
- Monitor contractor and subcontractor compliance with project HSE requirements.
- Monitor compliance with Permit-to-Work (PTW) and Lockout/Tagout (LOTO) requirements, where applicable.
- Participate in pre-task safety meetings and inspections for high-risk activities.
Training and safety awareness
- Deliver HSE induction training for new employees and subcontractors.
- Conduct toolbox talks and safety awareness sessions on site.
- Support training activities related to working at height, electrical safety, LOTO, first aid, and emergency response.
- Promote a proactive safety culture through continuous communication and awareness initiatives.
Environmental Management
- Monitor environmental controls including waste management, spill prevention and response, hazardous material storage, dust control, and general site housekeeping.
- Report environmental non-conformities and follow up on the implementation of corrective measures.
- Support compliance with project environmental requirements and applicable regulations.
Regulatory compliance and reporting
- Ensure compliance with Mauritanian HSE regulations, project requirements, and international HSE standards.
- Maintain HSE records, inspection reports, training logs, incident reports, and corrective action registers.
- Support internal and external HSE audits and inspections.
- Monitor permit-to-work compliance for high-risk activities.
- Prepare daily and weekly HSE reports and communicate findings to the HSE Manager and project management team.
- Follow up on HSE observations and corrective actions until closure.
Qualifications & experience
- Degree or diploma in Occupational Health & Safety, Environmental Engineering, Engineering, or a related technical discipline.
- Minimum 3–5 years of site-based HSE experience in construction, infrastructure, energy, industrial, power, or renewable energy projects.
- Experience working on Solar PV EPC projects is highly preferred.
- Good knowledge of occupational health and safety principles and construction site risk management practices.
- Familiarity with ISO 45001 and ISO 14001 management systems.
- Experience conducting site inspections, safety observations, toolbox talks, and incident reporting.
- Familiarity with Permit-to-Work (PTW), LOTO, electrical safety, lifting operations, excavation, working at height, and other high-risk construction activities.
- NEBOSH, IOSH, OSHA, or equivalent HSE certification is preferred.
- Strong communication, observation, and organizational skills.
- Ability to work effectively with construction teams, supervisors, contractors, and subcontractors in a multicultural site environment.
- Professional proficiency in English and/or French is mandatory.
- Candidates must be currently based in Mauritania or legally eligible to work in Mauritania.
