The HSE Manager will be responsible for leading and managing all Health, Safety, and Environmental activities on site, ensuring the safe and compliant execution of the project. The successful candidate will develop and implement project-specific HSE plans and procedures, oversee site safety performance, conduct risk assessments and audits, and ensure full compliance with applicable legislation, client requirements, company standards, and contractual obligations. This role requires strong leadership, extensive HSE expertise in utility-scale solar EPC projects, and the ability to drive a proactive safety culture across multidisciplinary teams and subcontractors in an international project environment.
Key Responsibilities:
- Maintain effective control of Health, Safety, and Environmental risk and impact management, together with the processes of auditing, review, and feedback,
- Monitor the implementation of safety and loss prevention plans throughout the projects,
- Promote safe working environment attitudes among all personnel,
- Conduct site or area surveys to determine safe limits of exposure,
- Develop and implement safety programs to prevent or correct unsafe environmental working conditions,
- Comply with Company’s HSE Management System,
- Identify and correct potential hazards and ensure compliance with relevant industry safety practices,
- Investigate accidents to minimize recurrence and prepare accident reports,
- Participate in daily and weekly safety meetings,
- Produce project monthly statistics,
- Conduct and coordinate required HSE training,
- Ensure that all activities are carried out in a safe manner and in accordance with approved HSE procedures, plans, and practices,
- Advise Project/Site Managers of any HSE concerns and nonconformance with procedures, plans, etc.,
- Participate in regular plant meetings and advice on safety practices, safe use of the equipment and use of PPE; ensure that agreed actions are duly and timely implemented,
- Ensure all procedures and standards are known to project site teams and are well understood
- Advise Project and Site Managers of needs for improvements in procedures, training, information materials and/or equipment, etc.,
- Carry out regular inspections alone or together with Project/Site management to track degree of compliance with legislation, regulations, and procedures,
- Carry out job training, work permits, risk analysis, and related supervision according to contract management and work at height standards,
- Execute work permits and supervision,
- Organizes and manages all the HSE-related topics and keeps the records accordingly,
- Provides technical control for Permit to Work (PTW) systems,
- Assesses all the HSE risks with the site team according to the planned work,
- Proposes and follows the HSE action plan with the site team,
- Supports the improvement of a Safety Culture within the team,
- Ensures that periodical HSE measurement and monitoring activities as per local legislation and internal regulations are performed,
- Monitors and controls subcontractor's HSE performance and conducts periodic HSE meetings on-site,
- Trains and coaches site staff according to the internal HSE instructions,
- Becomes a part of the contractor's qualification process including audit,
- Stops any activities under immediate risky situations and supports operational management to set up restart safe conditions,
Requirements:
- BS degree in Engineering, Construction Management, Electrical Engineering, or related field,
- 10 Years + HSE experience in solar or other industrial power plant construction projects,
- Fluent in spoken and written English; proficiency in French is considered an advantage.
- ISO 45001:2018 Health and Safety Management System and ISO 14001:2015 Environmental Management System Knowledge and Internal Auditor certificates,
- NEBOSH or equivalent international certificates are must,
- Local HSE regulations and norms knowledge,
- Knowledge of IFC Performance Standards, EBRD Performance Requirements, and international HSE standards and best practices,
- Requires minimal supervision and can think independently and analyze situations easily,
- Independently plans and carries out assignments in conformance with accepted HSE policies and practices,
- Resolves commonly encountered work problems and deviations by exercising judgment in selecting appropriate instructions, policies, guidelines, or accepted practices,
- Ability to use a variety of MS Office (Word, Excel, Outlook, PowerPoint),
- Ability to work as part of a multidisciplinary team,
