With over 200 projects successfully delivered worldwide and offices across Europe, Africa, Asia-Pacific, and Australia, we provide Engineering, Procurement, Construction (EPC), Project Development, Operations & Maintenance (O&M), and Technical Consulting services.
We are currently looking for an experienced Test and Commissioning Manager to join our project team in Mauritania and lead testing and commissioning activities for a large-scale hybrid renewable energy project.
Position Overview
The Test and Commissioning Manager will be responsible for planning, coordinating, and overseeing all testing and commissioning activities across the project, ensuring that systems and equipment are safely and successfully tested, commissioned, and handed over in accordance with project requirements, technical specifications, applicable standards, and HSE procedures.
Key Responsibilities
- Develop and implement the overall testing and commissioning strategy, plans, procedures, and schedules.
- Lead and coordinate testing and commissioning activities across the project.
- Coordinate commissioning activities for Solar PV, electrical systems, substations, MV/HV equipment, BESS, and associated systems.
- Coordinate testing and commissioning interfaces between Solar PV, Wind, BESS, grid connection, SCADA, protection, and control systems.
- Review and approve commissioning procedures, method statements, test plans, and checklists.
- Ensure that all equipment and systems are ready for testing and commissioning in accordance with approved procedures.
- Coordinate with Engineering and Construction teams to ensure timely completion of pre-commissioning activities.
- Supervise and coordinate commissioning subcontractors, specialist vendors, and testing teams.
- Ensure that testing activities are performed safely and in accordance with approved procedures and HSE requirements.
- Monitor commissioning progress against the project schedule and report any delays, risks, or technical issues.
- Review and verify test results and ensure that all commissioning documentation is properly completed and recorded.
- Coordinate the resolution of technical issues, defects, and punch-list items identified during testing and commissioning.
- Support energization activities and ensure appropriate safety and permit-to-work procedures are followed.
- Coordinate with the client, grid operator, consultants, suppliers, and other stakeholders during testing and commissioning activities.
- Ensure that all systems meet project specifications, performance requirements, and applicable international standards.
- Support performance testing, reliability testing, and final acceptance activities.
- Coordinate the preparation of commissioning dossiers, test records, as-built documentation, and handover documentation.
- Support the transition from construction and commissioning to Operations & Maintenance.
- Ensure proper knowledge transfer and handover to the O&M team.
Job Requirements
- Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Power Engineering, or a related field.
- Proven experience in testing and commissioning management within large-scale power generation, renewable energy, or infrastructure projects.
- Strong experience in utility-scale Solar PV projects; experience with BESS, Wind, substations, or grid connection is highly desirable.
- Solid knowledge of electrical systems, MV/HV equipment, protection systems, transformers, switchgear, and grid connection systems.
- Experience with commissioning of utility-scale renewable energy plants and associated electrical infrastructure.
- Experience coordinating multidisciplinary commissioning teams, contractors, vendors, and client representatives.
- Strong understanding of testing, commissioning, energization, and handover processes.
- Good knowledge of applicable international standards, technical specifications, and HSE requirements.
- Ability to review and interpret electrical drawings, single-line diagrams, technical specifications, test procedures, and commissioning documentation.
- Strong leadership, coordination, problem-solving, and communication skills.
- Ability to work effectively in a multicultural and fast-paced international project environment.
- Fluency in English is required.
- Previous experience in Mauritania, Africa, or other international projects is an advantage.
